Where to borrow
CDFIs: the lenders whose whole purpose is the businesses banks decline
Community Development Financial Institutions lend at bank-like rates to borrowers banks reject. They are the most underused option in small business finance.
What a CDFI is
A Community Development Financial Institution is certified by the CDFI Fund, part of the Treasury Department. To qualify, an institution must have a primary mission of community development and must serve a defined target market — typically low-income communities or populations lacking access to conventional finance.
They come in several shapes: nonprofit loan funds, community development banks, credit unions, and venture funds. For a small business borrower the most relevant are loan funds and community development credit unions.
Why they matter to you specifically
- They lend at single-digit to low-teens rates to borrowers who would otherwise be looking at 40% or higher.
- They will work with imperfect credit, thin files, and businesses with a rough year.
- They fund startups, which most conventional lenders will not.
- Many provide technical assistance — actual help building projections and cleaning up books — as part of the relationship.
- Many are also SBA microloan intermediaries, so they can offer that program alongside their own balance sheet lending.
The trade-offs, honestly

| Will they explain a decline | Usually, in detail | Rarely |
| Help building the file | Often included | No |
How to find one
Search the CDFI Fund's certified institution list
It is public and searchable by state. Filter for loan funds and credit unions rather than banks if your credit is the obstacle.
Ask your SBA District Office
They know which local intermediaries are actively lending, which the list does not show.
Ask your local SBDC
Small Business Development Center advisors work with these lenders constantly and will often make the introduction.
Call two or three
Appetite, speed, and available capital vary enormously and change quarter to quarter.
Expect to do the work
A CDFI will ask for a plan and real financials. That is the price of the rate, and the process itself usually improves the business.
Questions people actually ask
Do CDFIs only lend to minority-owned businesses?
No. CDFIs must serve a defined target market, which is usually geographic — a low-income census tract, a rural region, a specific city. Many also have programs focused on particular populations, but the primary test is typically where you operate and whether you lack access to conventional finance.
What credit score do CDFIs require?
Many work below 640 and some well below, because they weigh character, community, and the plan alongside the score. There is no universal minimum; each institution sets its own.
Are CDFI loans government loans?
Not quite. CDFIs receive federal support through the CDFI Fund and often deploy SBA microloan capital, but they are independent institutions lending their own money on their own credit decisions. You are borrowing from them, not from the government.
